In the crop settings panel, select "Custom" as the aspect ratio, then type the exact pixel dimensions into the W and H fields. For example, a US passport photo is 600×600px at 300dpi. Enable "Lock Aspect Ratio" if you want to constrain proportions while resizing.

Once the page has loaded in your browser, the cropping itself works entirely offline — no internet connection is required for the actual processing. The initial page load requires internet to fetch the HTML, CSS, and JavaScript files.
